Opportunity Information: Apply for PGO MRT FY2020 02
The U.S. Department of State, through the U.S. Embassy in Nouakchott (Mauritania) Program and Grants Office (PGO), is seeking Statements of Interest (SOIs) for grant-funded projects under FY 2020 Economic Support Funds (ESF) from the Africa Regional Democracy Fund (ARDF). The overall purpose is to support programs that promote human rights and fundamental freedoms in Mauritania, with a strong emphasis on protecting vulnerable populations and strengthening democratic governance through improved respect for gender equality and childrens rights. This request is specifically for a short concept note at the first stage, not a full proposal, and it is designed to let the Embassy screen promising ideas before asking selected applicants to invest time in a complete application package.
The opportunity uses a two-step application process. In step one, applicants submit a concise SOI of about 1 to 3 pages that clearly explains the program concept, what it intends to accomplish, and why the organization is capable of delivering it. After PGO reviews and rates eligible SOIs, only selected applicants will be invited to step two, which is submission of a full proposal. Full proposals then undergo a second merit review before any final award decisions are made. The deadline to submit the SOI is July 15, 2021 at 6:00 P.M. GMT, and submissions must be emailed to Nouakchottgrants@state.gov.
Programmatically, PGO is looking for projects that advance the objective of promoting human rights and fundamental freedoms in practical, measurable ways. The notice highlights three broad directions: (a) preventing, mitigating, and responding to human rights violations and abuses by strengthening frameworks, institutions, and oversight, especially for the most vulnerable; (b) supporting local and international human rights organizations and institutions, with particular attention to women and youth; and (c) building the capacity of community-based organizations, including faith-based groups and local associations, through civic education and citizen participation so they can advocate for human rights and democratic norms and increase public participation in civic life.
Within that overall human-rights objective, the Embassy is signaling priority interest in proposals that support two key Mauritanian government instruments: the National Strategy for the Protection of the Child for 2020-2025 (SNPE) and the draft Law for the Fight against Violence Inflicted on Women and Girls. For SNPE-related concepts, applicants are encouraged to focus on organizing workshops that help design SNPE-recommended regional action plans. These workshops are expected to identify regional priorities for prevention and awareness raising, produce concrete regional action plans that cover prevention, awareness, and emergency preparedness, and ensure inclusion of all children including children with disabilities. They should also mobilize and strengthen community protection structures such as womens groups, elders, community associations, and host families, and help create pathways for improved protection data collection at community through national levels.
For concepts supporting the draft gender-based violence law, the Embassy is looking for large-scale awareness and dissemination efforts that build understanding of the laws provisions and clarify legal definitions of violence against women and girls. Suggested activities include broad dissemination at national, regional, and municipal levels, with explicit encouragement to work closely with religious leaders and other civil society actors. Applicants are also encouraged to translate and adapt the laws provisions into appropriate digital and media formats in local languages so girls and women can access accurate and varied content. The notice further encourages working with survivors to organize, share experiences, and model pathways to seek justice; disseminating information related to the new Observatory for the Rights of Women and Girls (ONDFF); building capacity of key ONDFF leaders; and contributing to the establishment of a database on violence against women and girls.
The target audiences are clearly defined and include vulnerable children, girls and women, government officers, civil society actors, human rights defenders, community leaders, and the broader public, especially youth and women. On monitoring and results, applicants may include custom indicators, but at minimum the project must track and report the required indicator: the number of human rights defenders trained and supported. This requirement signals that training and direct support to defenders, or at least measurable engagement with them, should be integrated into project design where relevant.
Funding totals up to $400,000 available under this announcement, with an anticipated two awards. Individual grants are expected to range from $100,000 to $200,000, and projects should be designed to run for 12 to 24 months. The anticipated start date is October 1, 2021, and the notice notes awards are subject to availability of funds. The funding instrument is a grant, and funding is restricted to activities implemented in Mauritania and for the purposes described in the opportunity.
Eligible applicants include not-for-profit organizations (including think tanks and NGOs), educational institutions, and certain foreign public entities such as public international organizations and governmental institutions. There is no cost sharing or matching requirement. Key eligibility conditions include that applicants may submit only one SOI/proposal per organization (multiple submissions make the organization ineligible) and that applicants must be registered to operate in Mauritania.
The SOI itself must be submitted in English and include a brief project description summarizing goals, objectives, expected outcomes, performance indicators, beneficiaries, and a proposed timeline, along with a clear statement demonstrating organizational capacity to implement the activity and manage U.S. government funds. The SOI must also state the anticipated total budget amount in U.S. dollars. While a DUNS/UEI and SAM.gov registration are not required at the SOI stage, they will be required if the applicant is invited to submit a full proposal. Because registration can take weeks, the Embassy recommends starting SAM.gov registration early, and it clarifies there is no cost for obtaining a UEI or registering in SAM.gov. Entities listed on the SAM Excluded Parties List (debarred or suspended) are not eligible and cannot participate in award activities.
SOIs are evaluated by a Grants Review Committee using three weighted criteria: quality of the program idea (50 points), organizational capacity and record administering previous grants (35 points), and program planning/ability to achieve objectives (15 points). The Embassy notes that creative approaches are encouraged, and proposals are reviewed against the criteria rather than ranked directly against other submissions. Applicants invited to the full proposal stage will be required to submit standard federal forms including SF-424 and SF-424A, and any eventual award will be governed by applicable federal regulations and Department of State standard terms, including 2 CFR 200 and 2 CFR 600.
