Opportunity Information: Apply for 12 2020 1

The U.S. Embassy Bangkok FY21 Annual Program Statement (Funding Opportunity Number 12-2020-1, CFDA 19.040 Public Diplomacy Programs) is a public diplomacy grant opportunity from the U.S. Department of State, U.S. Mission to Thailand. Its main purpose is to fund programs that strengthen the U.S.-Thai partnership, highlight joint economic ties, and advance shared interests connected to a free and open Indo-Pacific. Proposals are expected to include a clear U.S. connection, such as content about American culture, education, the economy, or society, or direct engagement with an American expert, organization, or institution, with the broader aim of improving mutual understanding between people in the United States and Thailand.

Funding is limited but meant to support multiple awards. The total amount available is listed as $100,000 (subject to availability). Typical award sizes range from $3,000 to $30,000, with an award ceiling of $30,000, although the Embassy notes that larger awards may be considered for especially compelling proposals. Projects can run for up to 12 months, and the anticipated program start date is flexible. The Embassy expects to make multiple awards (source data references an expectation of around 20 awards), and applications are accepted on a rolling basis through the closing period (original closing date listed as December 15, 2021).

The program is organized around several thematic tracks. Under “Shared Values,” the Embassy is looking for activities that energize the U.S.-Thai relationship and improve perceptions of the United States among the Thai public, including initiatives that draw on U.S. experience with human rights, rule of law, freedom of speech, diversity and inclusion, civic engagement, arts and culture, sports, and women’s empowerment. This track also includes projects that promote leadership and education related to religious freedom and interfaith dialogue as shared values.

Under “Economic Partnership,” the Embassy invites proposals that support cooperation on entrepreneurship, anti-corruption, transparent business practices, and corporate social responsibility. It also highlights activities that expand Thai students’ access to and understanding of U.S. technology, promote U.S.-Thai cooperation on health and pandemic recovery (including vaccine development), and support independent economic projects for communities along the Mekong. Projects that use social media to encourage innovation and entrepreneurship are specifically encouraged.

For the “Indo-Pacific Vision” theme, the Embassy emphasizes environmental and youth-focused cooperation. Priority ideas include projects that deepen U.S.-Thai collaboration on environmental technologies and solutions to reduce marine litter and debris, address air pollution, and improve water and river management. The Embassy also seeks youth leadership initiatives that support a free and open Indo-Pacific and foster cross-border collaboration, along with creative, technology-driven youth engagement such as building web applications or producing digital content like videos and music projects.

In addition to those broad categories, the announcement lists “Special Areas of Interest.” These include initiatives that share U.S. culture and values with Thai communities through educational opportunities, arts and culture, and interactive learning. It also calls for projects that raise awareness of Thailand’s environmental interests, especially water management; innovative programs that explain U.S. experience with participatory democracy, dialogue, transparency, and accountability; youth programs that build critical thinking and civic engagement to counter disinformation and improve media and digital literacy; women’s economic empowerment efforts; and education-focused projects that increase Thai students’ exposure to STEM/STEAM fields to support economic growth.

All applications must clearly identify a target audience and provide an estimate of expected reach. The Embassy asks applicants to consider both direct engagement (people who participate in events or trainings) and, when possible, indirect reach through social media or traditional media. The funding instrument may be issued as a fixed amount award, grant, or cooperative agreement, depending on the project and the level of U.S. government involvement required.

Eligibility is broad and includes not-for-profit organizations (including think tanks, civil society groups, and NGOs), public and private educational institutions, and individuals. The source data also references eligibility for public/state-controlled institutions of higher education, private institutions of higher education, and certain U.S.-recognized nonprofits (such as 501(c)(3) organizations). At the same time, the Embassy lists several categories it will not fund: partisan political activity, for-profit activities, charitable or development assistance, construction, projects that support specific religious activities, fundraising campaigns, lobbying for specific legislation or projects, academic and scientific research, and individual exchange programs.

Applications must be submitted by email to BangkokPD@state.gov with the subject line “CAO Grant Application” plus the applicant organization’s name. In addition to the project narrative and a financial proposal, applicants must include the standard mandatory federal forms: SF-424, SF-424A, and SF-424B (available through Grants.gov and on the Grants.gov forms page).
